No, renting a portal does not make you the owner of the portal. The principle is the same as with paid .hr domains, you can rent the domain for a certain period and you can post the content you want on it, but you cannot sell it. When you rent a portal, you can publish what you want and when you want and earn from it, you can't just sell it.
But you can rent it for 10, 50, 100 years or as long as you want. You can, of course, after several years of work on the same, if someone wants to download the portal "charge the download with rent" in order to additionally charge for the work invested over the years.
